Postage Rate Changes
As you are probably aware, effective Monday, May 12, 2008, postage rates are increasing across all classes of mail.
As with past USPS rate increases, VisABILITY will automatically begin sending your premiums at the new rates when required. If you have money on deposit with us for postage, the new rates will affect how quickly your deposit is expended. At this point, you do not need to do anything; we will reconcile the proper amounts either at your next invoice, or when an item’s fulfillment is completed and the account is closed.

Changes to Bulk Mail Premium Fulfillment
For over twenty years, VisABILITY has been saving our clients money by utilizing bulk mail rates whenever possible for premium fulfillment. However, new Postal Service regulations are being implemented which require significantly more processing time and effort, as well as a substantial investment in new addressing software. These new regulations have caused us to examine our fulfillment program carefully.
While we have mailed over two million bulk mail parcels since 1985, and saved our clients close to $6 million in postage costs, over the past few years we have processed far fewer bulk mail premiums. This has largely been driven by changes in the premium market: more stations are now choosing to use trendy, oversized ceramic mugs and other items which do not meet the one-pound weight restrictions on bulk mail.
Thus, as a result of declining interest in bulk mail premium fulfillment on the part of our customers, as well as the substantial new software and labor costs required for compliance with new USPS regulations, we have determined that, effective November 14, 2008, VisABILITY will no longer offer bulk mail as a service option for premium fulfillment.
Accordingly, the following changes relating to bulk mail fulfillment will take place:
A) Existing items in our warehouse – if your organization currently has items in our warehouse which are designated for bulk mail fulfillment, we will continue to process those items as usual (at the new postage rates) until November 14, 2008. After November 14, 2008, you must choose an alternative mailing class method.
B) Reorders of existing/prior items – if you need to place a reorder for an existing or prior item for bulk mail fulfillment, we can accept that order only if all of the items will be mailed prior to November 14, 2008. After November 14, 2008, you must choose an alternative mailing class method.
C) Orders of new items – if you are considering an order for a new premium for bulk mail fulfillment, we can accept that order only if all of the items will be mailed prior to November 14, 2008. We will not accept orders for new, bulk-mail-fulfillment items after August 31, 2008.
In each instance, after November 14, 2008, any remaining items in our warehouse will be sent via Parcel Post, Priority Mail, or some other applicable service of your choosing at the then-current rates. We will be happy to discuss with you your service options, and help you make the most appropriate choice. Alternately, we can ship any remaining items to you or to another designated warehouse facility, with the freight charges deducted from your remaining postage balance or billed to your account.
VisABILITY will continue to offer mail fulfillment service using First Class, Priority, and Parcel Post mail classes, as well as private package carriers such as UPS and Fedex.

Rest assured that VisABILITY will continue to work with you to find the right premiums at the right prices, and will continue to work to find ways to make your premium and fulfillment budget stretch further and work harder.
